Trigger Happy Ugandan Soldier Kills Civilian

Kampala-A civilian has been shot and killed by a member of the Uganda People’s Defense Forces.

Lochur Lowuta a former resident of Kalapata in the north eastern district of Kaabong, was shot dead on Monday morning by a UPDF soldier identified as Pte. Ochan Tabu.

Eyewitnesses told The Continent Observer that private Ochan opened fire on the victim after being alerted by another resident that he was a known criminal who had evaded justice.

Killer Solider Arrested

“The suspected killer and his accomplices have already been arrested and investigations into the case are underway. The UPDF as an institution condemns acts of violence by individual soldiers to civilians and violation of rights of citizens and residents of Uganda”.  Maj. Henry Obbo, the Uganda’s Deputy Army Spokesperson, explained to The Continent Observer.

“The UPDF institution believes in protection of people’s rights and highly values its good relationship with the civilian population. Any individual within its ranks who undermines this relationship, in anyway, is liable to punitive measures, as prescribed by the UPDF Act and any other laws in the Country”. Obbo said the killer soldier will be face the army’s disciplinary court.

Hundreds of UPDF soldiers are deployed in the remote Karamoja sub-region to conduct forceful disarmament of cattle rustlers.
